I doubt it. Moving a Rhombic antenna is not a trivial task!
WINB is transmitting with an output power of 10 KW (according to the FCC filing) and that power is split between the Datacasting and DRM signal. Therfore the DRM signal power is about 5 KW.
As the VOACAP plot, shown in an earlier message, indicated poor coverage (and that was being generous) it is not at all surprisng that the reception is bad.
