So it's definitely DRM. There is an AM signal on 15120 kHz, so that's probably what you're hearing. Does your signal generator work correctly...

17790 kHz BBC now from SNG?

I believe Dec 31, 2016 was the final transmission on this frequency from Nakhon Sawan. The service resumed on Jan 22, 2017, probably from Kranji (Singapore).

That would be because 17870 kHz is actually the DRM frequency (just like listed in HFCC files). But in the UK you probably wouldn't have heard anything on that frequency either.
